Migration at scale is a sequencing problem wearing a technology costume. The target state is usually agreed early; the order of movement is argued about for months.

The workloads nobody wants to touch are the ones that set the critical path. They carry undocumented dependencies, and they are almost always attached to a business process that has quietly grown around their limitations.

The practical discipline is to move the ugly things early enough that their surprises are absorbable, and to keep a decision record so the next team understands why the sequence looked the way it did.
